After 13 years on the run from law enforcement, Timothy Luther McNair decided to change his life — so he called up Project Clean Slate. The Portland-based program, the only one of its kind in the nation, is a cooperative effort between the African American Chamber of Commerce, the Multnomah County Circuit Court and the County District Attorney’s office.
